Tom Carpenter
Chief Executive Officer & Director, Principal Facilitator, IQ-AM Pty Ltd

Principal Asset Management SME
Tom is the CEO and Director of the Institute of Quality Asset Management Pty Ltd (IQ-AM), a working group member of PC251, the ISO Technical Committee who developed the ISO 55000/1/2 suite of International Asset Management Standards, and Australia’s representative on ISO/CASCO WG39, who developed ISO/IEC 17021-Part 5 (competence requirements for auditing and certification of asset management systems). He has more than 30 years’ professional experience in technical, management, training and consulting roles in asset management, regulatory compliance and auditing, development of regulatory compliance frameworks, process and organisational benchmarking, strategic planning, operations and maintenance, risk, emergency and program management. He has applied his asset management skills in utilities, industry associations, regulators, mining, defence, primary and tertiary health care, roads departments, local government, state treasuries and other central government agencies and think tanks, child care, food, chemical and oil industries. Tom is the principal developer of IQ-AM’s competency based Graduate Certificate and Graduate Diploma qualifications in Asset Management, is a qualified trainer, and has a Bachelor of Engineering in Civil Engineering, a Graduate Certificate in Asset Management and Master of Engineering in Systems Engineering.  

Dave Daines
PRINCIPAL ASSET MANAGEMENT SME, FACILITATOR & CONSULTANT

An Asset Management professional with significant experience in all aspects of Asset Management at an operational and corporate level within the Resource Industry. Dave has an extensive background that has always involved working in demanding and challenging roles drawing on strengths in leadership, strategy development, decision making and financial management to deliver solid results. Dave has experience in the Mining Industry fulfilling numerous roles and functions at senior levels within a major resource Company. This experience has provided significant exposure to many facets of business from Design, Engineering, Construction, Commissioning, Operations & Maintenance and Disposal of plant and infrastructure. He was instrumental in developing Asset Management capability within the business. Within major capital project’s he had significant influence in ensuring appropriate asset management input at the Design & Development stage and initiated an Operational Readiness program that continued throughout the boom period. Dave’s penultimate role was as Head of Asset Management which saw development and implementation of an Asset Management Strategic plan for the organisation. The final role was as the Asset Management subject matter expert for the Corporate Projects group where he developed and implemented material to ensure the principles and practices of Asset Management are included throughout all project development and delivery stages. He now consults in the field of Asset Management and is a Senior Facilitator and Asset Management Subject Matter Expert for IQ-AM. Throughout his career Dave has continued to enhance his professional qualifications and personal development to build capability in an ever-changing environment. He remains committed to learning and sharing his knowledge and experience with individuals and organisations. His professional associations afford him with a unique insight to the international stage of asset management across a broad spectrum of industries.  

Geoff Fell
Facilitator And Consultant Owner, Fellbridge AMS

Geoff is the owner of Fellbridge AMS (Asset Management Solutions), and principally consults into, and delivers training to, Australian and New Zealand Defence Forces in all matters Integrated Logistic Support, Logistic Disciplines, Project Management, Supply Chain Management, and Asset Management. Geoff is a Logistic Support Professional, and Asset Manager with experience based upon 30+ years as a supply trades practitioner, delivering consultancy services specialising in the fields of materiel logistics, asset management, and training. Geoff is a significantly experienced Manager and practitioner in (Defence) Integrated Logistic Support, and (Industry) Asset Management, supporting major Defence and Industry / Local Government projects with all facets of support development and delivery. His experience has been gained in the fields of Asset Management, Project Management, Asset and Materiel Acquisition, Integrated Logistics Support (ILS), and Inventory Management. In various roles, Geoff has contributed to the analysis and definition of Support Systems through the structured application of Supportability Analysis and Assessment activities, concurrent with Economic / Non-Economic Level Of Repair Analysis studies and Life Cycle Cost Analyses. As an experienced instructor, Geoff has developed and delivered a number of discrete training courses and coordinated programs. Geoff has oversighted the development and delivery of training as a discrete income stream, and his management of training programs has ensured that new courses directly satisfy the client’s requirements, and that all courses are delivered in a thoroughly professional and competent manner. Geoff, having developed and delivered training courses to Defence for the past 13 years, is currently a preferred instructional facilitator for Defence training programs both in Australia and New Zealand. Geoff, as a qualified trainer holding a Diploma of Training and Assessment Systems, and a Certificate IV in Training and Assessment, will be engaged in the delivery of IQ-AM’s competency based Graduate Certificate and Graduate Diploma qualifications in Asset Management. Geoff is a Certified Purchasing Manager [C.P.M.] from the Institute of Supply Management, is a Registered Project Manager with the AIPM, and holds Diplomas in Project Management, and Transport and Distribution [Logistics].  

Cath Bayly
Principal Asset Management SME, Facilitator & Consultant

Catherine is an Asset Management specialist and manages Elevate Solutions Ltd. She has more than 15 years of extensive experience in asset management and water and infrastructure management in New Zealand, Australia and the UK. This experience has included regulatory compliance auditing, strategic asset management planning, design team management and project management for a wide variety of infrastructure projects including water, wastewater, recycled water and stormwater, energy, community property and recreation assets. Catherine has developed asset management frameworks for a number of local government and utility organisations in addition to undertaking asset valuations, risk management and criticality assessments, lifecycle analysis, optimising capex and opex programmes and developing capital project prioritisation frameworks. Enhancing efficiency and customer value have been key personal drivers for Catherine throughout her career, supported by her commitment to promoting and implementing business process improvements. Catherine has co-developed and delivers the IQ-AM Graduate Diploma of Asset Management and Graduate Certificate in Asset Management.  

Gary McLay
Principal Asset Management SME, Facilitator & Consultant

Gary has over 30 years’ experience in infrastructure and business planning, asset management and cultural change and institutional strengthening. He is currently Branch Manager for Asset Systems at Wannon Water and joint developer and a principal facilitator for IQ-AM’s Graduate Diploma of Asset Management. His international experience includes institutional strengthening, strategic planning and asset management support in Vietnam, Malaysia, East Timor, Indonesia, Malta and Fiji.  

Ingrid Carpenter
IQ-AM Learning and Development Manager

Ingrid has over 20 years in professional Human Resource and Training Development roles, with a broad range of experience across organisational development, training and training package implementation, through to Senior Training and Industry Consulting based roles. As a key contributor to corporate level planning and training design, she has earned a reputation as someone who delivers ‘exceptional’ rather than ‘expected’ results. She is able to work across both private industry and government sectors in realising strategies to achieve short and long term business goals. Ingrid is a co-developer and Principal Facilitator of the IQ-AM Vocational Graduate Diploma of Asset Management, Principle Developer of the Risk Management training program for Worley Parsons Asset Management, and Project Manager and Principal Developer/Designer of Manage the Construction of Pipeline Services training program for City West Water. Previously, Ingrid worked as a Senior Training Consultant with Comcare (the Federal Government Agency responsible for Workers Compensation and OHS). She was responsible for the design and successful implementation of the organisation’s Vocational Education and Training Framework. Ingrid is a former Program Manager for Human Resources and Training and Assessment training programs at Swinburne University and The Gordon.  

Alison Reeves
IQ-AM Office Manager

Alison is the Office Manager of IQ-AM. Alison is responsible for the maintenance of student records, the issuing of awards and certificates, and office management. Alison’s key tasks include AVETMISS student records management, collation of student evaluations and feedback and consequent continuous improvement initiatives.
